The Cayman Islands readied for a brush with Hurricane Dean, which has already killed eight people, as Texas officials on Monday opened emergency centers and passed out sandbags in preparation for a possible encounter with the powerful storm. Dean was expected to pass to the south of the Caymans, but the government said it posed a "significant threat" to the islands. Forecasters said the islands could receive up to 12 inches of rain.
